The following convictions were taken from the St. Louis County District Court Citation Disposition Bulletin.

Felony Convictions

• Alexis L. Andies-Oakgrove, 52, of Hibbing, convicted of felony sale of methamphetamine in the first degree on Aug. 16, 2018. Sentenced by Judge Mark M. Starr to 90 months Commissioner of Corrections, supply DNA sample and $135 in fines.

• Robert W. Cogger, 66, of Hibbing, convicted of felony criminal sexual conduct in the fourth degree on Aug. 16, 2018. Sentenced by Judge Mark M. Starr to 24 months Commissioner of Corrections stayed, five years probation with conditions including 180 days jail, $1,085 in fines, no contact with victim(s), absolutely no contact with victim unless approved by probation, write letter of apology and submit to probation, attend sex offender program; enter into, fully participate in and successfully complete sex offender treatment programming while at Northeast Regional Corrections Center as directed; follow recommendations of the psychosexual evaluation; submit to polygraph examinations as directed; no use or possession of any pornographic/sexually explicit materials; do not enter places where sexual materials are available; no access to or use of internet without approval; no alcohol or controlled substance use; no possession of alcohol or drugs; no mood-altering chemicals; random testing; do not enter bars or liquor stores; no same or similar violations; remain law-abiding; follow all instructions of probation; report to agent as directed; follow all state and federal criminal laws, contact your probation officer as directed, tell your probation officer within 72 hours if you are charged with any new crime, if you change your address, employment or telephone number or have contact with law enforcement; cooperate with the search of your person, residence, vehicle, workplace and things as directed by your probation officer; sign all releases of information; give DNA sample as directed; do not use or possess firearms, ammunition or explosives; do not register to vote or vote until discharged from probation and civil rights are fully restored; no contact with any vulnerable adult; must not be on the premises of Abundant Life Church in Hibbing; must not be within 100 yards of victim’s residence, her parent’s address or her work address.

• Dike K. Franklin, 41, of Chisholm, convicted of felony sale of a controlled substance in the third degree on Aug. 16, 2018. Sentenced by Judge Mark M. Starr to 33 months Commissioner of Corrections stayed, three years probation with conditions including 199 days jail, $135 in fines, no alcohol or controlled substance use, no possession of alcohol or drugs and no mood-altering chemicals.

Assault Convictions

• Tyler E. Addison, 22, of Hibbing, charged and sentenced for misdemeanor domestic assault on Aug. 16, 2018. Sentenced by Judge Mark M. Starr to a stay of adjudication with two years probation with conditions including $395 in fines, no alcohol or controlled substance use, no possession of drugs or alcohol no prescribed by a doctor, no mood-altering chemicals, random testing for drugs and alcohol upon request and at own expense, do not enter bars or liquor stores/establishments whose main sources of business is alcohol or social gatherings where alcohol is served, follow all institution/program rules, anger management, enter and successfully complete a domestic abuse intervention program and pay any required fee, do not cause harm or fear in anyone, make no threats of violence against anyone, remain law-abiding and be of good behavior, no same or similar violations, no driver’s license violations, no driving without insurance, follow all state and federal criminal laws, contact your probation officer as directed, tell your probation officer within 72 hours if you are charged with any new crime, if you change your address, employment or telephone number or have contact with law enforcement; cooperate with the search of your person, residence, vehicle, workplace and things as directed by your probation officer; sign all releases of information; give DNA sample as directed; do not use or possess firearms, ammunition or explosives; do not register to vote or vote until discharged from probation and civil rights are fully restored; no contact with victim(s); follow all instructions of probation; report to agent as directed; and Domestic Abuse No Contact Order (DANCO) repass.
